The shooter who killed ten people at a supermarket in Buffalo, New York, on Saturday planned other attacks, according to police.
The 18-year-old suspect drove over 320 kilometers (200 miles) to commit a racially motivated crime.
He intended to continue driving and "shoot more black people," according to Buffalo's police chief.
The victims were a senior citizen, an ex-police officer, and a grandma.
According to Mayor Byron Brown, the guy landed in Buffalo wanting to take "as many black lives as possible," according to Mayor Byron Brown.
Payton Gendron, the suspected attacker, appears to have written a 180-page manifesto in which he portrays himself as a fascist and a white supremacist.
Concerns had been expressed before the shooting. Therefore it is unclear how he was able to carry it out. Kathy Hochul, governor of New York, said to ABC News, "I want to know what people knew and when they knew it,"
FBI officials have confirmed that the shooter spent a day and a half in a hospital last year getting a mental health evaluation after writing in a high school project that he intended to commit murder/suicide.
The event resulted in no criminal charges, and Buffalo police chief Joseph Gramaglia informed reporters that the gunman only made "generalized threats."
Authorities do not appear to have maintained surveillance on him.
Mr. Gramaglia told US media that there was evidence he intended to attack a second store on Saturday had he not been prevented.
In the meantime, the gun store owner that supplied the semi-automatic weapon used in the attack stated to many US news sites that a background check on the suspect did not reveal any red flags.
Letitia James, the attorney general of New York, stated that her office would concentrate on internet extremist content.
She stated, "This event was committed by a sick, demented individual who was fuelled [by a] daily diet of hate,"
The incident shocked the community. One of those present at a vigil on Sunday told Reuters, "It just hurts, why somebody would do that."
There were ten deaths and three injuries.
Eleven of the thirteen victims shot were black. Among the deceased were a father purchasing cupcakes for his son's birthday and a woman who had gone shopping after seeing her husband in a nursing facility.
