US and EU allied together as a partnership so that the European countries will get independent the Russia. EU was dependent on Russian energy resources till now. 

"Today we have formed a gameplan" reducing European reliance on Russian gas. 

"This will replace the LNG supply we currently are receiving from Russia, and looking forward ahead and have expectation from this alliance."

According to Biden, he says that this alliance will cause problems in Europe, but this was the right thing to do. 

This is both beneficial to Europe and loss, but hopefully, we will try to make this alliance come into a better form that will favor Europe, reducing the dependency on Russia. 

Most of the export facilities are already operating, and most of them are in the operating form because this is the only outlay of the plan, and new projects are to be formed.
