A private security company educated in 2017 in paramilitary methods in the USA four Saudi operatives participating in 2018's assassination of Washington Post journalist Jamal Khashoggi in Istanbul, the Group of Tier 1 claims The New York Times. In the course of tough repression of dissidents and royal competitors by Saudi Crown Prince Muhammed bin Salman, Tier1 based in Arkansas, owned by a New York-based Cerberus Capital Management company, trains the Saudis in the contract approved by the State Department.

During his confirmation of the top Pentagon job, Congress queried Bremer about the training of Khashoggi's murderers in Tier 1. 'The training given was unrelated to their later horrible actions,' he said in his written reply, but Congress never saw because of the appointment of the Trump White House. Bremer called the training 'protective in nature' in a Times statement, and condemned 'Jamal Khashoggi's horrendous killing.'
The US has decided that, according to a US intelligence report disclosed in February, bin Salman has directed or agreed to the 15-man hit squad's operation to "arrest or kill" Khashoggi in the Istanbul Saudi Consulate. Operation knowledge has been denied officially by Bin Salman.
In a story by Yahoo News citing Saudi and U.S. intelligence sources, the prosecution indicted 11 lower-ranked Khashoggi agents, convicted 8 of them in secret tribunals and sentenced 5 to death, and sentenced them later to 20 years in luxury outside Riyadh. The officers of the Turkish embassy were permitted to participate in the secret proceedings and their documents are public records of Turkey.
