According to a survey by the Israel Builders Association, more than half of Israeli apartment buildings do not have a bomb shelter.
With 180,000 apartments without shelters, Jerusalem is at the top of the list, followed by Tel Aviv with 160,000 and Haifa with over 98,000.
Israel has a sophisticated missile detection device that can provide citizens with a brief alert when a rocket is on its way, enabling them to flee to safety. A civil defense law passed in 1951 required that all homes or residential buildings have a shelter, though they could pool their resources and share one shelter.
Gaza, on the other hand, lacks an air defense system and public shelters. Residents have no choice but to seek refuge in their own homes.
