Virginia Governor has ordered the investigation of the incident at the Windsor after a video of two Windsor PD cops pepper-spraying an army officer emerged.
Army officer Caron Nazario was stopped by police officers because there was no rear license plate on a car that he just bought.
Governor Ralph Northam said he has ordered an investigation into the incident through his Twitter handle.
His statement followed body-cam footage showing two police officers pepper-spraying and pointing guns at Nazario emerged online and went viral.
Nazario filed a lawsuit of at least $1 million in damages and demanding that the cops violated his constitutional rights, especially the fourth amendment.
Army Lt. Nazario was driving his new car home. He was pulled over, pepper sprayed, and arrested without explanation.
