Serious irregularities and illegal practices have been exposed in the process of sending Nepali workers to Macau under labor approvals obtained from the Department of Foreign Employment, Ministry of Labor, Employment and Social Security of Nepal.
World Wide Human Resources Networking Pvt. Ltd. (Regd. No. 534/061/62), engaged in foreign employment, has been found to have submitted false details and documents to secure labor approvals. The company reportedly operated an illegal scheme for years by obtaining approval in the name of one company and sending workers to another.
According to available evidence, labor approvals issued for Grand Lisboa Macau were used to send workers to Galaxy Hotel Macau, while approvals for Galaxy Hotel were used to send workers to Melco Resort and Entertainment Macau. Most of the Nepali workers deployed under this system were employed as security guards, housekeeping staff, and cleaners.
Despite Macau’s strict labor laws, labor entrepreneur Sagar Thapaliya has allegedly continued this illegal practice for years by leveraging political influence and power. Nepali workers, desperate to make Macau their place of livelihood due to family and financial hardships, are being exploited by manpower operators who charge hefty fees while misusing the labor approval process.
In response, businessman Sagar Thapaliya has claimed that neither he nor his company submitted false documents, and also denied sending workers against the approved demand.
Meanwhile, although the Nepali Consulate General in Hong Kong, which also oversees Macau, has been informed about such illegal practices, a lack of serious investigation has allowed the malpractice to persist.
Experts have warned that such irregular labor approvals could lead to major problems and risks in the future. Providing approvals on the basis of fake documents and misleading information ultimately misguides the Government of Nepal itself. Therefore, the government must enforce stricter monitoring, said Bhuvan Singh Gurung, President of the Foreign Employment Entrepreneurs’ Association.
