On Tuesday, Governor Andrew Cuomo announced the "Cluster Action Initiative" which will categorize the city by color zones instead of specifying neighborhoods that are experiencing an abundance of Covid-19 cases.
"They are geographically circumscribed, relatively small, but that's why they're clusters," Cuomo said. "The trick is to keep them small." Color clusters will be about one mile in diameter in size.
Red is going to represent the "intense action" area. Local government officials will be provided with maps to see how their area is classified.
In the red areas, all mass gatherings will be prohibited, churches will only be allowed to open at 25% capacity, schools will only be remote and restaurants will be used only.
In orange areas, churches are allowed up to 25 people, dining is limited to outdoors only, gatherings of any kind are reduced to 10 people or less, and high-risk businesses like gyms and hair salons are closed.
The areas of yellow are the least restricted. Schools can stay open in these districts with mandatory weekly tests, businesses can stay open and there will be minor restrictions on restaurants.
Cuomo says that the new restrictions are partly due to large gatherings in houses of worship. He added that there would be 450 New York City police officers on the ground to enforce the lockdown.
"The first rules have not been enforced in New York City," Cuomo said. "The houses of worship were not supposed to have more than 50 people. They had hundreds of them.
