U.S. has reported more than 1.42 million cases of the virus and over 84,000 deaths.
Newsom's announcement came after a highly anticipated congressional hearing that featured prominent members of the White House coronavirus task force, including leading infectious disease expert Anthony Fauci.
Fauci warned that if states reopen too quickly, "the consequences could be really serious and there's no doubt that even under the best of circumstances, when you pull back on mitigation, you will see some cases appear."
The head of the National Institute of Allergy and Infectious Diseases also said that schools looking to return in the fall should not count on a vaccine being available.
U.S. is now in its second phase of reopening. Over 70% of their economy is opened with modifications.
Restaurants in U.S. will have to allow for social distancing, provide employees with masks and stop putting shared items like condiment bottles on tables.
